The purpose of this study is to design an evaluation curriculum for the public sector using the Competency-Based Curriculum (CBC). Compared with the ISD models in the existing studies, the CBC models focus on performance and personal competencies, so they can suggest a desirable curriculum to improve performance. First, this study induced the following list of evaluators' competencies from literature surveys and benchmarks: the ability to perform evaluation-oriented activities, systematic inquiry, and competent evaluation practices, along with general skills for evaluation practice and evaluation professionalism. Second, this study designed an evaluation curriculum in order to promote these competencies. The specific subjects, modules, and road maps for the whole curriculum is presented. Empirical inspections on this evaluation curriculum is required in the future.
