Transparency is emphasized as one of the ways to strengthen democracy, with the decision-making process and its results being delivered to external stakeholders across the public sector. In particular, the government's efforts to improve communication between stakeholders and improve the environment for policy implementation through informatization are deeply related to transparency in accountability mechanism. This study empirically analyzed the impact of local governments' input for informatization on transparency and the moderating effect of political competition from 2018 to 2020. As a result of the study, in the case of proactive transparency, a nonlinear relationship between informatization input and U-shape was shown, while reacitve transparency was found to be a negative linear relationship. In addition, political competition moderated the relationship between input for informatization and reactive transparency. Focusing on the characteristics of proactive transparency and reactive transparency, theoretical implications and policy implications for informatization and transparency surrounding local governments were presented.
