Improving the Financial Sharing Management System for Government Subsidy Programs in Koreadownload
The purpose of this study is to find ways to increase the effectiveness of the management system for sharing financial resources between the central and the local governments, such as consultation on the burden of local expenses and the LFDC (Local Finance Deliberation Committee). Several problems are pointed out across the burden of local expenses and the LFDC. The following improvements are needed to solve these problems. First, it is necessary to supplement the existing analysis framework in order to systematically grasp the status of financial sharing for each government subsidy program and its impact on local finances at the stage of discussing local cost burden. Second, among the programs subject to consultation on the burden of local expenses, it is required to expand the subject of submission of the local financial impact assessment and to conduct an in-depth analysis of the evaluation results. Finally, it is necessary to activate local participation in the LFDC and strengthen the feedback of resolutions.
