Balanced development is an agenda that must be realized for the sustainable development of the country. However, despite the policy of balanced development was pursued by each regime, the problem of imbalance is not going away but rather is getting worse. This study aims to analyze how the balanced development policy changed using Kingdon’s multiple streams framework. In order to achieve this aim, in relation to balanced development, problems stream, politics stream, policies stream, policy window, and the role of policy entrepreneurs in these processes were examined. As a result of the analysis, the policy change was artificially influenced by the politics stream during the period of regime change. Even after the period of regime change, the policy window was opened through the causal combination of three streams: problems, politics, and policies. It has been confirmed that policy changes occurred at both the level of policy succession and policy maintenance. For balanced development, policy change should essentially occur at the level of policy innovation.
