Exchange and cooperative relationships between German local governments,
which were begun in 1986, has contributed to trust building, integration of political
and administrative systems, and achievement of nation building. It has also been
proved that exchange and cooperation programs between local governments
enhance mutual understanding and thereby reduce unification costs.

This paper analyzes the state of cooperation between North and South Koreas
and draws several lessons from German experience. Finally, it suggests that
expanding cooperation between local

governments in the two Koreas could be the best strategies for enhancing mutual
understanding, and ultimately achieving unification.
