This study examines the consumer protection bylaw and propose the better one.

For the better bylaw, this study investigate the following issues. First, the role of
local government in executing the consumer protection policy. Second making
and revising the consumer protection bylaw. Finally this study analyzes 13 bylaw
to seek the desirable one.

It is demanded that local government makes and revises the bylaw rapidly to
activate it. And the bylaw is to concrete the provisions of consumer advice,
damage redemption, consumer education, consumer organization support, etc.

To be effective, the bylaws has to have the fine provision to regulate business,
and before regulation to give the opportunity for self-defense.
