It is clear that the supply of public services by local governments contributes greately to the overall welfare of society. The size of administrative unit and the spatial definition of service areas strongly influence the effiency with which the services are provided.
This paper purposes to suggest several institutional alternatives for improving the urban planning system of URCCs(Urban and Rural Consolidated Cities) which are come into being from 1995. Since URCCs have two unique characteristics of areal spaciousness of administrative units and heterogeneous composition of urban and rural areas some negative problems as well as positive consequencies are anticipated in URCCs.
In order to minimize the negative influences and to control and manage the development of URCCs effectively new urban planning system suited to the characteristics of URCCs should be establishied. This study makes several policy suggestions in three perspectives of urban planning area, land use planning instruments and citizen participation to planning process.
