This paper addresses three main questions:

· What are the essential characteristics of good governance that we should
attempt to measure?

· What sort of performance indicators could we use?

· How can performance management systems and techniques help to promote
better governance?

The paper provides examples of recent Australian experience, but recognises
from the outset that cultural contexts and systems of government vary greatly both
between and within countries, and each of us needs to find a path best suited to
local circumstances.
